Your First 30 Days in Korea: A Foreign Resident Checklist

A status-aware guide to residence cards, address reporting, phone verification, banking and 1345 before and after card issuance.

Your First 30 Days in Korea: A Practical Guide for Foreign Residents

Housing, immigration, telecoms and banking can look like one chain of dependencies during your first month. There is, however, no single sequence that fits every visa. Your status of stay, intended length of stay, group filing by an employer or school, family situation and immigration jurisdiction can change the documents and timing. Use this guide as an organizing framework, then confirm your own case through HiKorea or 1345.

Right after arrival: secure proof of address and a way to communicate

Keep your passport, visa or status documents, lease or accommodation-provider confirmation, and ID photos together. Ask whether your school or employer files applications as a group. If you must file individually, use HiKorea to check the competent office and appointment options. In principle, a foreign national intending to stay for 90 days or more applies for foreign resident registration within 90 days of entry, but status-specific exceptions and procedures may apply.12

Before your residence card arrives, a prepaid SIM or visitor plan may provide calls and data with a passport. Do not assume that such a number will support every Korean mobile identity-verification service. Postpaid plans, long contracts and online verification may require a residence card and correctly matched registration data, depending on the carrier and seller.6

Residence card application: plan separately for filing and collection

Bring the application package and proof of address required for your status. Processing and card production can take time, so do not plan as if a card will be issued at the appointment. Keep the filing receipt. If you may travel abroad while the application is pending, ask 1345 or the responsible office in advance how departure could affect your case.

A community service center is one possible reporting counter for a registered foreign resident's change of address. This is Jingwan-dong Community Center in Seoul.

Address reporting: a Korean householder's move report does not complete yours

A registered foreign resident who moves must make a separate change-of-place-of-stay report. Ministry of Justice guidance distinguishes a 15-day deadline for registered foreign residents and 14 days for F-4 overseas Korean residents. Reporting is available at the immigration office with jurisdiction over the new address or a nearby local administrative office; eligible cases may also use HiKorea's online service.12

Being able to activate a SIM and being able to pass Korean online mobile identity verification are not the same thing.

Mobile service: set different goals before and after the card

Before the card, prioritize connectivity. Get the plan validity, top-up method, cancellation rules and number-retention terms in writing. After receiving the card, ask the carrier to verify that your name, date of birth and residence-card data match exactly, and switch to a longer-term plan if appropriate. Differences in spacing or name order can disrupt verification, so keep a record of how your subscriber name is stored. Eligibility and documents vary by carrier, product and status of stay.6

Bank documents can vary by branch and product, so contact the branch before visiting. The photo shows the former Korea First Bank headquarters in Seoul.

Banking: opening an account is not the same as enabling every feature

Before the card, some banks may consider a limited account using a passport and additional evidence, but the result depends on the branch's customer due diligence and review of transaction purpose. After the card, prepare your passport, residence card, Korean number, proof of address, and evidence of work, study or transaction purpose. Transfer limits, a debit card, online banking and overseas remittance may still require separate approval after account opening.

The Financial Services Commission states that participating banks have accepted mobile foreign residence cards as identification for account opening and financial transactions since March 21, 2025. Check the participating bank and supported task; do not assume that a mobile card replaces the physical card at every bank for every service.7

A bank building does not guarantee that a particular account can be opened. Prepare identity and transaction-purpose evidence first. This is the Bank of Korea's main building.

Use 1345 and local resident-support centers

Call 1345 without an area code for immigration and stay questions. Have your status, entry date, current address and exact petition name ready. In Seoul, My Seoul Plus and foreign-resident support organizations provide local guidance; in Busan, the Busan Foreign Residents Center is one local resource.345

A 30-day checklist

• Days 1–3: copy entry documents, secure proof of address and ask about employer or school group filing.

• Week 1: check jurisdiction and appointments on HiKorea, and arrange immediate data and calling access.

• Weeks 2–4: file the registration appropriate to your status and retain the receipt.

• After card collection: reconcile telecom registration data, apply for needed banking functions, and report any move within the applicable legal deadline.

• Whenever blocked: instead of guessing and making repeat trips, verify with 1345, the competent office or a local foreign-resident center.

The useful model is not “the card automatically fixes everything.” Before the card, secure minimum access; after it, align your identity data and complete each institution's review in turn.
