Gwangalli — easiest access
The official listing says always open and free, about 13 minutes on foot from Gwangan Station Exit 5, with a ramp and accessible restroom.[1] Use the promenade rather than sand for wheels. Weekends and events are crowded; keep tripods out of the walking line. Wind, rain and sea fog reduce clarity.

The Bay 101 and Marine City — reflections
The Dongbaek coastal trail is described as wheelchair-friendly, and The Bay 101 lists accessible parking, restroom and elevator.[2] Outdoor viewing is free; food, drinks and yacht products are paid and require a live price check. Reflection spots can be wet and crowded, so keep tripods clear; wind breaks up reflections.

Busan Tower and Yongdusan Park — free versus paid
The park is free and the tower is separately ticketed. Posted tower hours are 10:00–22:00 with ticketing to 21:30; Nampo and Jungang are the nearest metro areas.[3] Expect a short uphill section and verify the working escalator/elevator route. The indoor observatory suits rain or cold, though glass reflections limit tripod value.

Hwangnyeongsan — widest view, hardest return
Official guidance suggests a 10–15-minute taxi from Geumnyeonsan Station, or a village bus from City Hall followed by about 20 minutes on foot; viewing is free.[4] Driving close still leaves roughly a 10-minute walk, with directions toward Gwangan Bridge, Haeundae and Busan Port.[5] The final slope, darkness, wind and possible traffic controls matter. Avoid the deck's walking line with a tripod; switch plans in fog, rain, strong wind or cold.

Last train, taxi and traveler fit
Times vary by station, direction and day: check Busan Transportation Corporation rather than relying on a fixed time.[6] Keep at least 30 minutes' margin. Pre-plan a return taxi for Hwangnyeongsan. Choose Gwangalli for first-timers/families, The Bay 101 for couples/reflection shots, Busan Tower for a Nampo or rainy-night plan, and Hwangnyeongsan for drivers and panorama photographers.
